What's the Difference Between MNO and MVNO? Own the Road or Rent It. Which Is Rakuten Mobile?

“Major carriers” and “budget SIMs.”

Can you actually explain the difference?

I think many people understand it as little more than “the prices are different.”

But the real difference is whether a company owns its network or rents it.

Bottom line: an MNO owns the road, an MVNO rents the road and runs on it

Here’s the road analogy.

An MNO is a company that builds and maintains its own road.

An MVNO is a company that rents that road and runs buses on it.

The bus fare can be cheaper because there’s no cost to build a road yourself.

What each one is like

MNO

MVNO

Neither is better or worse. It’s a difference in what you prioritize.

Rakuten Mobile is an MNO

Rakuten Mobile is an MNO that builds out its own network.

However, during the buildout, it has borrowed other companies’ networks to fill the gaps. This is roaming (partner network).

The former KDDI (au) roaming arrangement ended at the end of September 2026. I go through it in another article.

An MNO has to keep building out its own road. The fact that Rakuten Mobile is putting effort into base station buildout and using the platinum band is probably because of this background (this is my take). I explain it in the platinum band article.

How to choose

Who an MNO suits

Who an MVNO suits

If you can’t decide, first check whether you actually get signal where you live and move around. You can check coverage on each company’s official map.

I have an article comparing the differences between carriers, too.

Summary

Instead of “major or budget,” think “own the road or rent it,” and the difference gets easier to see.
